CSS 3 allows you to declare colors as Red, Green, Blue, and Alpha transparency. Alpha transparency is specified as a numeric value between zero (fully transparent) and one (opaque). Note that you should also specify a fallback color to use for browsers that do not support RGBA as indicated in the example below which produces a watermark-like effect:
